OME Installation

Hi all.

I have very simple question. Please tell me: is OME (OpenManage Essentials Management Console) must  be installed only on Dell server (like OMSA - OpenManage Server Administrator Managed Node) or it can be installed on any PC or VM. I've read hardware requirements in this document

but don't found the answer.
