The OME Core features are still free like they are today. We've added a new upsell feature to help in configuring your Chassis and Servers in a one to many fashion. This feature is enabled with a new type of iDRAC license.
There is a whitepaper out there today and soon, a few videos that will help show how this feature can benefit you. Those videos should be up in a week or two. The whitepaper is called: Deployment and Managing Configurations with Dell OpenManage Essentials, so check it out.

- Licenses are available at server point of sale (POS) as well as after point of sale (APOS)
- Feature/functionality is activated by entering the Server Configuration Management license key on iDRAC Enterprise or iDRAC Express
