Invalid Image File

So if I create a repository via Repository Manager, I get the option to save just the catalog file or all the other install files as well.  I was assuming that if I just got the catalog file, that when I went to install updates, it would just go online and download the needed files.  However, it seems this isn't happening.

I opened up OME and pointed it at the catalog file and tried to install the update.  However everything failed because of an invalid image file error.  OME It said it was copying files form my Repository manager folder but the files it said it copied don't actually exist.

The operation failed due to an invalid image file.

Is there a way to just have it go get the files as it installs them or do I have to save the whole thing down when I create the Repository?  If I have to save the whole thing, then what exactly is the point of just saving the catalog file by itself?
